COMPETITION

The Authority is recruiting an advisor to investigate cases of breaches of national and European competition law.
 

Candidates must, in particular, hold a Master’s degree in law or economics or an equivalent qualification and be Luxembourg nationals.

They will be recruited :

  • on a permanent, full-time contract ;
  • in pay grade A1 ;
  • either as a civil servant;

Who is recruiting?

The Competition Authority is an independent public body whose role is to ensure free competition and the proper functioning of markets. Its primary mission is to investigate and sanction anti-competitive behaviour such as cartels between companies and abuses of a dominant position.

The Authority also has new areas of competence, namely relations between online platforms and their business users, unfair trading practices in the agri-food chain, and services in the internal market. It also supports the European Commission in various areas, such as the enforcement of the regulation on foreign subsidies.

Responsibilities

  • To investigate cases of breaches of national and European competition law (including issuing requests for information, carrying out search and seizure operations, conducting interviews with individuals, drafting statements of objections, etc.), in close collaboration with investigators from the Competition Department;
  • To sit on and actively contribute to the Authority’s decision-making bodies as a permanent member of the Authority’s Board;
  • To carry out sector-specific investigations;
  • To monitor legal and economic developments in Luxembourg’s markets;
  • To contribute to the Authority’s strategic direction on competition matters;
  • Drafting opinions on any draft legislation or regulations relating to competition matters;
  • Monitoring national and international developments in the field of competition;
  • Participating in the work and meetings of the European Competition Network;
  • Representing the Authority in European networks and international bodies dealing with competition matters.

Profile

Technical skills

  • Competition law significant theoretical and/or practical knowledge of competition law;
  • Interdisciplinary expertise: understanding of the links between competition law and other areas of law and economics (e.g. sector-specific regulations, public procurement, regulated professions);
  • Proficiency in standard office software;
  • Languages: fluency in Luxembourgish, French and English;
  • Writing, analytical and summarising skills: excellent writing skills in French and English.

Behavioural skills

  • Ability to communicate clearly, adapting to the audience;
  • Ability to manage a multidisciplinary team;
  • Ability to listen and work as part of a team;
  • Sense of initiative, rigour, accuracy and discretion;
  • Excellent analytical and synthesis skills.

Assets

  • Professional experience in competition law, gained in a law firm, an economic consultancy, a competition authority or a national or international court;
  • Proficiency in German;
  • At least 15 years’ professional experience, particularly in project management and team leadership.

Eligibility requirements

Qualifications

You must hold a degree or diploma awarded by a higher education institution recognised by the state in which the institution is based, certifying the successful completion of a Master’s degree in law, economics or equivalent. The required degree or diploma must correspond to at least level 7 of the Luxembourg Qualifications Framework.

Experience

You must have at least 3 years’ experience in the field.

Languages

Fluency in French, Luxembourgish and English.

Nationality

You must hold Luxembourgish nationality.
