The Competition Authority publishes its 2025 Annual Report

The Competition Authority has published its 2025 Annual Report against a backdrop marked by the entry into force of the law implementing the Digital Services Act (DSA), the strengthening of its investigative activities and the modernisation of its institutional image.

The 2025 Annual Report sets out the main activities carried out by the Authority across all its areas of competence: competition law, online platforms, the agri-food supply chain and the protection of whistleblowers.

In the area of competition, the year was notably marked by the conduct of unannounced inspections in the insurance sector and the issuance of a statement of objections to groups operating in the brewing sector. The Authority also continued its analytical, consultative and cooperative activities within the European Competition Network.

The year 2025 marks an important milestone in the regulation of online platforms. Following the entry into force of the national law implementing the Digital Services Act (DSA), the Authority now fully exercises its role as digital services coordinator in Luxembourg During this first year of implementation, it received 62 reports, certified Luxembourg’s first trusted flagger, concluded a cooperation agreement with seven national authorities and strengthened its participation in the work of the European Board for Digital Services. This data has been set out in a detailed supplementary report addressed to the European Commission, the European Board for Digital Services and the Chamber of Deputies.

The Authority has also been entrusted with a new remit enabling it to bring collective actions on behalf of consumers against businesses that breach the rules of the DMA or the DSA. It has also continued its work to combat unfair trading practices in the agri-food supply chain and to protect whistleblowers.

Finally, 2025 saw the modernisation of the Authority’s communication tools, with the adoption of a new visual identity and the launch of a completely redesigned version of the website www.concurrence.lu, designed to make it easier for citizens and businesses to access information and carry out procedures falling within its remit.
