DSA: Commission opens formal investigation into Grok and X recommendation systems

The European Commission is extending its ongoing investigation into X and opening a new formal investigation to examine whether the platform complied with its risk assessment and mitigation obligations when rolling out Grok.
The Commission will conduct a thorough investigation to verify whether X has failed to comply with its obligations under the Digital Services Act (DSA), in particular:
- Assessing and mitigating the risks associated with the dissemination of illegal content in the EU, such as manipulated sexually explicit images, including content that may constitute child sexual abuse material;
- Submitting a risk assessment report to the Commission prior to the rollout of Grok.
The Irish Digital Services Coordinator at X's European headquarters, Coimisiún na Meán, is involved in the investigation.
The opening of formal proceedings does not prejudge its outcome.
